Candlesticks, some bowls and many compotes are weighted, which means the base is filled with pitch, plaster or cement to keep them steady. The mark will often say Weighted or Reinforced. Only the thin sterling shell counts toward the value, not the filling.
The same goes for knife handles and some serving pieces. That's why we explain the silver weight we're paying for, not just the weight of the object, before you decide.
